Sally Ly is an accomplished and forward-thinking leader in the field of human resources, having built a career in public service at both the state and local levels. In her current role as an executive with the State of California, where she oversees statewide workforce development and human resources modernization, Commissioner Ly has consistently demonstrated strategic acumen and policy leadership. Her expertise and influence have been pivotal in shaping systems and programs that facilitate organizational change and excellence.
Before her current role, Commissioner Ly played a crucial leadership role in steering complex human resources policies, programs, and operations at the City of Sacramento, amassing more than 15 years of valuable experience in public administration. Her expertise spans a broad spectrum, encompassing civil service rules; human resources policies; workforce development; talent acquisition; classification and compensation; civil service examinations; organizational development; and a commitment to fostering diversity, equity, and inclusion. Commissioner Ly is also well-versed in collaborating with Recognized Employee Organizations.
Commissioner Ly holds a Bachelor of Arts in sociology from the University of the Pacific and a Master of Public Administration from the McGeorge School of Law. Commissioner Ly is also a Senior Certified Professional with the Society for Human Resource Management (SHRM-SCP).
Beyond her professional achievement, Commissioner Ly's personal background as a first-generation Hmong American adds a unique and enriching dimension to her perspective. Commissioner Ly has called Oak Park home for more than a decade and looks forward to continuing to serve the County of Sacramento and her community in this role.

Ly was appointed to the Civil Service Commission on January 9, 2024 and
re-appointed June 11,2024 representing Supervisorial District 1, and her term
expires June 30, 2029.
